Workplace Safety and Health Officer, Separation Technologies Applied Research and Translation Centre [NTUitive]

START Centre (NTUitive Pte Ltd) is looking for a Workplace Safety and Health Officer specializing in industry safety implementation. This position is an individual contributor role that focuses on ensuring strict EHS compliance, improving EHS culture and support EHS Management Systems, programs, procedures and processes to manage EHS risks in the organization. The incumbent shall work closely with START Management Team as well as NTU OHS Team. He / She will work closely with internal stakeholders at Laboratories, Workshop, Office(s) and Pilot Sites. He / She will also represent START as the site EHS professional and contact person to external agencies (NEA, MOM & SCDF etc.) regarding relevant regulatory EHS matters & compliances. Candidate should have good time management, and initiates and lead communications at an appropriate pace with key stakeholders (management, contractors/ workers) for safety requirements. Candidate must ensure the safe environment for all workplaces. Upkeep integrity and meticulous in reviewing all safety documents submitted by contractors. Implement sternly for all safety procedures. The primary responsibilities include safety implementation, monitoring, and liaising with key stakeholders including management, plant owner and contractors; understand and identify risks associated for any site activities, implement safe work procedures to prevent any potential accident to happen. The incumbent is expected to execute safety implementation with the highest level of efficiency to ensure projects safety tollgates are complied. Candidate should have the capability and skillset to manage and monitor multiple contractors’ and site activities concurrently. Responsibilities: The successful candidate will be responsible for: Ensuring strict EHS compliance, improving EHS culture, maintaining, managing, and updating various Safety Management Systems and other safety legal frameworks relevant to compliance with the prevailing legislative and regulatory requirements such as WSH Acts and Regulations, company safety rules and regulations and codes of practice are implemented and complied by all employees and contractors. Review and recommend approve / reject for Permit-To-Work (PTW) System for Project sites, in conjunction with contractor-submitted Risk Assessments, Safe Work Procedures, Method of Statements etc, where applicable. Communicating safety rules and guidelines, workplace hazards, and risk assessments to employees and contractors for reinforcement of good safety practices. Organize and conduct in-house and site safety training programs for staff and safety orientation / induction for new staff, contractors, visitors, where applicable. Oversee safe execution and completion of on-site activities by Staff and Contractors that are deemed of higher risk status, example, Lifting Works, Confined Space Works, Work-at-height works. Ensure compliance of standards for chemical usages, storages, disposals in accordance to prevailing regulations and requirements RA leader for START Center and D-IVP, maintain proper records of all Safety relevant documentations, reports, submissions, licences. Conduct monthly Safety inspections to for WSHE critical equipment and systems such as firefighting and lifesaving equipment to ensure they are maintained in good working condition. Ensure compliance to Safe work procedures Periodic review and updating of Emergency Response Procedure, CERT, and coordinates planned drills at least annually. Identify unsafe behaviors or conditions and safety violations, make timely case reports to Management and proactively recommend corrective measures. Lead incident investigations and reporting, where applicable. Conduct internal safety audits in preparation for external safety audits. Requirements: Educational Qualification(s) Diploma and above with relevant Certifications and accreditations, example, Workplace Safety and Health Officer, registered with Ministry of Manpower (MOM) Singapore, Minimum 2 years of experiences in R&D / Manufacturing / Chemicals industry. WSHO experiences with PUB Plants and Projects would be a plus. Knowledge Required Familiar with local HSSE related regulations and compliance, Trained as an internal auditor for ISO 14001 and ISO 45001 with strong familiarity in their requirements is preferred. Relevant Experience Minimum 2 years of experiences in R&D / Manufacturing / Chemicals industry, WSHO experiences with PUB Plants and Projects are a plus. Skills & Competencies Implementation and monitoring of appropriate safety measures in accordance with the Workplace Health and Safety Act Duties as stipulated in Workplace Safety and Health / Environmental Control, Good computer skills (Proficient with Microsoft Word, Excel and PowerPoint), Other relevant competencies including Management of Hazardous Substances, Confined Space Safety Assessor, Work at Height Manager, Lifting Supervisor etc. would be an added advantage. Other Personal Attributes Good communication skills with the ability to convey instructions clearly to staff, varied level of Stakeholders and contractors on key aspects of EHS, A strong collaborator, with a high level of self-initiative and job ownership, ability to work with minimal supervision.
