Job Summary
The Elections Operations Center (”EOC”) is a warehouse located in Cicero, IL that serves as the primary location where election equipment is stored, tested, and maintained. The Supervisor of the Election Operations Center reports to the Manager(s) of the EOC and is responsible for updating the work and the process flow for the Elections Department. The position develops and updates the work procedure manual using best election practices. The Supervisor of the Election Operation Center must display the ability to operate autonomously and employ sound decision making skills in a fast-paced environment. The Supervisor of the EOC oversees staff that are assigned to perform several critical tasks, such as pre-election logic and accuracy testing of voting equipment, decommissioning of election equipment, and distribution of election materials, including ballots, voting machines, and supplies. The Supervisor of the EOC also performs supervisory tasks, such as managing employee attendance schedules, providing staff training, and evaluating staff performance. This role plays an integral part in preparing elections technology and election materials for all elections. The Supervisor of the Election Operations Center will oversee other election activities including election recounts and records examinations.
Essential Job Duties
- Supervise, coach and mentor Elections team members assigned to work at the EOC.
- Supervise Election Clerks and seasonal election workers in the performance of their duties at the EOC.
- Oversee elections staff in the preparation and distribution of election materials, including ballots, voting machines, and supplies.
- Supervises the pre-election logic and accuracy testing of voting equipment and systems.
- Monitor and manage the operation of voting machines and other election equipment.
- Supervise staff that addresses and resolves any issues with voting equipment.
- Supervises staff tasked with implementing the equipment logistics plan established by Elections management.
- Oversees the decommissioning of election equipment.
- Manage employee attendance and schedules (assign lunches and am/pm breaks), track and approve time off requests to ensure operational needs are met.
- Provide staff training as needed, including training of new employees.
- Analyzes information and evaluates results to choose the best solution for corrective action involving personnel, according to Cook County Clerks’ office policies and the Collective Bargaining Agreement.
- Assesses the quality of the work of employees to inform, advise and provide supervisory feedback related to performance management and development.
- Provide regular updates to management regarding office operations and any staffing issues that may arise.
- Participate in staff meetings and respond to emails, phone calls, and other correspondence as required.
- Coordinate with other departments to keep up-to-date on and enhance processes and procedures used to support the EOC.
- Work directly with Election Technology Manager and Inventory Logistics Manager to prepare all equipment and supplies necessary to run an Election.
- Supervise election recount, audits, and record examinations.
- Work extended hours as needed to address operational needs.
- Other duties as assigned.

Minimum Qualifications
- Possession of a High School Diploma or a General Education Development (G.E.D.) certificate.
- Minimum of two (2) years' experience supervising employees.
- Minimum of five (5) years' experience preparing election voting equipment.
- Minimum of five (5) years' experience working for an election authority.
(Must bring original educational diplomas or certificates, driver’s license, insurance card and coverage declaration summary for inspection at time of interview. Resume and application must clearly indicate duration of, and nature of work experience, for consideration in accordance with specific minimum qualifications.)
Knowledge Skills and Ability:
- Familiarity and experience with election data sets and ballot entitlement.
- Strong written and verbal communication skills with vendors, contractors, and employees at all levels of management, including ability to prepare reports, and ability to present technical information to non-technical audiences.
- Strong organizational skills, including effective time management, multi-tasking, and project management skills in a team environment.
- High attention to detail and accuracy is required, as well as the ability to work successfully under pressure and meet critical deadlines.
- Dedicated to team leadership and people skills, and demonstrated success collaborating with subordinates, superiors, and other colleagues.
- Strong ability to learn, use and explore various custom and off-the-shelf applications quickly is required.
- Strong ability to perform data analytics, including benchmarking, demographic analysis, and targeted opportunities, and strong problem-solving skills.
- Ability to manage a team of staff and draft, prepare and administer performance evaluations.
- Ability to work non-standard hours during peak election season (e.g evenings, weekends, etc., as needed)
- Proficiency with Microsoft Office applications, including Microsoft Excel or Access.
- Knowledge of databases, networking, file structures and a basic understanding of how Microsoft Office programs interact with each other and with data extracted from other programs.
Physical Requirements:
- May have to stand, sit and kneel for long periods of time.
- May have to bend, reach and carry items related to the election process
- May be required to lift or carry up to 30 lbs.
