[Remote] Programme Analyst - Adaptation Accelerator Hub (Home-Based) (Open to Tier 1 and 2)
Note: The job is a remote job and is open to candidates in USA. The United Nations Development Programme (UNDP) is a leading organization for sustainable development, aiming to support countries in achieving the Sustainable Development Goals (SDGs). The Programme Analyst will provide operational and financial support for UNDP's global GCF NAP Readiness portfolio and serve as a Programme Analyst for the Adaptation Accelerator Hub, contributing to climate adaptation initiatives and project implementation.
Responsibilities
- Coordinates with staff across the AAH project, Climate Hub, and Rome Center to facilitate smooth programme administrative and operational processes and support effective project implementation
- Liases with relevant UNDP Regional and Country office Units for the planning and organization of regional or Global workshops with UNFCCC and other partners. Coordinates with AAH project personnel and UNDP operational teams to ensure the consistent application of UNDP procedures in staff recruitment and consultant procurement. This includes supporting the development of TORs, finalizing advertisements, screening and shortlisting candidates, organizing interviews, and ensuring complete documentation throughout the recruitment process. Additionally, monitors progress of country workplans and compiles required documentation for timely submissions. Maintains relevant information on AAH workspace and any other repository tool utilized by the project
- Prepares in advance all travel arrangements for the Team Members' official missions, including visa requests, travel requests/authorizations, DSA and security clearances, hotel reservations and transportation, document and material for the mission. Maintain the supporting documents related to official mission needed to settle travel claims for audit purposes according to UNDP Regulations and Rules (i.e. Ticket stubs; receipt related to hotel bills, visas, DSA, security clearance requirement, etc.)
- Leads the development and maintenance of AAH project budget tools; monitors commitments, expenditures, and quarterly delivery against the integrated workplan; reviews and analyzes financial reports and budget revisions; and ensures timely financial oversight and compliance with donor and UNDP requirements
- Tracks required information for project completion and/or processing requirements
- Reviews projects’ annual and multi-year work plans in a timely manner, ensuring compliance with Donor requirements in terms of budgeting and identify irregularities
- Ensures full compliance of administrative activities with UN/UNDP rules, regulations, policies and strategies (i.e. FRR, ICF, POPP)
- Ensures all project information in PIMS+ is accurate and continuously updated throughout the full project cycle, from creation to operational and financial closure for projects under their portfolio. Supports the development of standard budget and annual workplan templates:
- Monitors project delivery and submission of progress reports and budget revisions, identifying reasons for shortfall in delivery and alert RTAs of any projects with concerns
- Undertake financial monitoring of the portfolio and analyze individual projects’ budgets and budget revisions in close coordination with the COs and RTAs
- Assists in all aspects of global portfolio management, including tracking of standard project related management actions, monitoring and evaluation requirements and progress reports including processing of required documentation
- Supports the preparation, updating, and dissemination of presentations and communication materials, and contributes to sharing information on the work and achievements of the UNDP Climate Hub across appropriate media channels. Conducts financial follow-up and advise Country Offices with regard to the deployment of the funds and the project closure, as well as, the preparation of the quarterly reports flagging to the RTA any discrepancies, need for action, or progress in disbursement
- Maintains close contact with COs on projects in varying stages of the project cycle, tracking project development and/or implementation progress against established time-frames for project maturation and/or the attainment of implementation milestones as indicated in project annual work plans, recommending courses of action as appropriate and bringing to the RTAs’ attention all technical issues that require attention/resolution
- Drafts correspondence and assist with other administrative tasks, as required
- Backstops other members of the Team and performs ad-hoc tasks, as required, to ensure the Team will deliver at the highest standard
- Supports in all aspects of the organization of meetings, seminars, and workshops including assisting in preparing, sending, and following up on invitations, agendas and/or background documentation, etc
- Coordinates document processing related to project development as relevant to all stages of the project cycle
- Collection, analysis and checking for accuracy and consistency of information against established formats
- Tracking required information for project finalization and/or processing requirements
- Following up on correspondence with project proponents, Country Offices (COs) and UNDP CH/VF Hub Processing clearance documentation for submission/resubmission, including final quality check regarding accuracy and compliance with formats and guidelines
- Review project budgets and workplans for accuracy and detail and to be in line with UNDP rules and procedures and internal SOPs for GCF Readiness
- Ensures effective communication with Country Offices on processes related to Delegation of Authority (DOA) and facilitates the timely issuance of the DOA Letter, approved UNDP Project Document, SESP, and all required financial and technical clearances once UNDP-GCF approval or endorsement is received
- Facilitates timely submission of Annual Work Plans for RTA approval and assists RTAs in reviewing annual and multi-year plans for donor-compliant budgeting and any inconsistencies. Assist Management Programme Support Analyst in regional portfolio analysis ensuring all data necessary for the analysis is collected from COs and consistent for any specific projects under his/her portfolio
- Managing information flow between COs & HQ on the regional portfolio to meet all reporting requirements
- In coordination with RTAs, advise environmental focal points on procedural issues, approval processes and associated timeframes related to UNDP-GCF project cycle management, according to the UNDP POPP, UNDP-GCF Readiness Programming Manual, and any other appropriate Advisory Notes, SOPs, and guidelines
- Work in close collaboration with the UNDP-GCF Management and Programme Support Unit and the operations, programme and projects’ staff in COs as required for resolving complex issues related to project administration or portfolio management
Skills
- Applicants with a master's degree (or equivalent) in a relevant field of study are not required to have professional work experience
- Applicants with a bachelor's degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in project operations/financial management at a regional or international level
- Fluency in English is required
- Knowledge of UN regulations, policies, procedures, and practices
- Knowledge of GCF rules, policies and procedures
- Experience in monitoring and analysis of project budgets and expenditures at the global level especially of Vertical Funds
- Previous experience coordinating donor reporting and supporting oversight or a donor-driven projects especially GCF readiness
- Experience in building and reading budgets
- Experience in project development support, including review of compliance with donor requirements and templates
- Experience in handling of database management system for projects
- Computer proficiency in MS Office, especially MS Word, Excel and Power Point
- Demonstrated experience in project/program coordination and/or administration and support service
