This position provides input to the Road Safety Improvement Program, reviews major capital projects, makes recommendations for network upgrades, and consults and updates by-laws, guidelines and practices. This position also supervises the Traffic Analyst.<br><br><strong> As the Regional Traffic Engineer , your duties will include: <br><br></strong><ul><li> Provide transportation engineering expertise for the review, analysis, and optimization of ongoing traffic operations and safety of the regional street network for all modes. </li><li> Provide transportation engineering expertise for all preliminary design studies and capital projects that impact the regional street network. </li><li> Identify, prioritize, and undertake projects for the Road Safety Improvement Program (RSIP). </li><li> Develop, evaluate, and maintain By-Laws, Guidelines, Practices, Permits & Policies related to the Transportation Division. </li><li> Provide direction, leadership, expertise and guidance to assigned personnel. <br><br></li></ul><strong>Your Education And Qualifications Include<br><br></strong><ul><li> Bachelor’s Degree in Civil Engineering. </li><li> A Master’s Degree in Transportation Planning or related field is preferred. </li><li> A minimum of four years of progressively responsible experience in traffic engineering and operations, including evaluating and assessing traffic impact studies, traffic modelling, conducting site investigations for operational reviews and road safety assessments, interpreting engineering plans, specifications and reports, and analyzing large data sets using statistical techniques to assess traffic growth trends and road safety performance. </li><li> Experience using Microsoft Office Software (Excel, Word, Outlook, etc.). </li><li> Experience preparing technical and non-technical reports for different audiences. </li><li> Knowledge of traffic flow theory and traffic engineering techniques and principles for all modes of transportation. </li><li> Ability to prepare the methodology and scope and conduct a transportation study for the purpose of making actionable recommendations. </li><li> Knowledge of local and national technical guidelines (including Transportation Association of Canada publications) and the ability to update and implement change to the associated internal transportation programs and policies. </li><li> Knowledge of federal and provincial legislation and regulations, and City-by-laws related to planning, development and safe operation of transportation infrastructure, and the ability to apply them. </li><li> Knowledge of project management methods. </li><li> Strong organizational and time management skills with the ability manage multiple tasks or projects. </li><li> Ability to apply sound judgement and demonstrate political acumen. </li><li> Effective Communication and interpersonal skills with the ability to collaborate with staff, stakeholders, Elected officials, the public, City of Winnipeg departments and outside agencies. </li><li> Strong supervisory and leadership skills. </li><li>IMPORTANT: Applicants who have been educated outside of Canada must have education which is comparable to the minimum qualification in Canada.
