<strong>Description<br><br></strong><strong> Duties Description <br><br></strong>The Office of Diversity and Inclusion Management provides guidance and support to partner agencies on Diversity, Equity and Inclusion (DEI) programming, leads DEI strategic planning efforts, and coordinates recruitment and outreach efforts for the Department. To better meet jobseekers where they are and to educate the greater community on the many available job opportunities available in public service, the Department is establishing Centers for Careers in Government at 10 DOL Career Centers and this position will play an important role in ensuring the success of the career centers.<br><br><strong>Duties<br><br></strong>Reporting to higher-level program or agency administrative staff, the duties of the Program Outreach Specialist 1 may include, but are not limited to the following:<br><br><ul><li> Functioning as a public face of the State of New York for jobseekers and as an employment resource for community-based organizations and educational institutions in assigned region(s).</li><li> Providing guidance, information and resources to stakeholders related to identifying and securing employment opportunities with New York State.</li><li> Demystifying and explaining in plain language the Civil Service Merit System for jobseekers.</li><li> Representing the Department of Civil Service at job fairs and community events, including registration, setup, attendance, takedown, and follow-up activities (such as documentation of activities/outcomes).</li><li> Creating and maintaining profiles and resumes of individuals interested in finding employment and connecting jobseekers with employment opportunities in NYS government based on those profiles.</li><li> Collaborating with community-based organizations/educational institutions, developing, maintaining, and building on existing relationships.</li><li> Developing and maintaining a database of regional organizations, including but not limited to community-based organizations/educational institutions.</li><li> Assisting with special recruitment projects to promote specific opportunities.</li><li> Providing individualized and group support to stakeholders regarding accessing and navigating systems related to NYS employment.</li><li> Communicating appropriate guidance to stakeholders regarding applicable employment-related policies.</li><li> Providing accurate and responsive communication to inquiries from stakeholders.</li><li> Promoting workforce initiatives related to NYS employment.</li><li> Collaborating with State agencies that have a presence in the region to identify and communicate job opportunities and outreach initiatives.</li><li> Performing assigned activities with relative independence and exercising good judgment and professional discretion.</li><li> Conducting onsite and offsite training/workshops, attending job fairs within the region, and holding in-person office hours and virtual appointments.</li><li> Maintaining local inventory to ensure that supplies are available for outreach and recruitment activities.<br><br></li></ul><strong>Ny Helps<br><br></strong><strong> Minimum Qualifications <br><br></strong>This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.<br><br>At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.<br><br><strong>Non-competitive Minimum Qualifications (ny Helps)<br><br></strong>Six years of professional experience in a position where the primary (50% or more of the time) responsibility was the extensive promotion and representation of programs and services for public and/or private organizations for the purpose of increasing participation in, or utilization of, these programs and services.<br><br><strong>Substitution<br><br></strong><ul><li> A bachelor’s degree may be substituted for up to four years of the above experience.</li><li> An associate’s degree may be substituted for up to two years of the above experience.<br><br></li></ul>Qualifying professional experience includes, but is not limited to professional experience in corporate, not for profit, private organizations and governmental agency public relations; advertising; marketing, or promotion of public programs and services. Duties must have included creating, scheduling, organizing, and promoting outreach activities*, including conferences, workshops, training sessions and other public events, to promote agency programs to target populations.<br><br><ul><li>An outreach activity is any activity which promotes and educates or informs the public about existing or new programs and services to populations who might not otherwise have access to those programs and services of an agency or organization.<br><br></li></ul><strong>Reassignment Qualifications<br><br></strong>Current Department of Civil Service employees with one year of permanent, contingent permanent, or 55 B/C service as a Program Outreach Specialist 1; if less than one year, you must be currently reachable on the Program Outreach Specialist 1 eligible list for the Yonkers location if one exists.<br><br><strong>Competitive Qualifications<br><br></strong>You must be reachable on the current eligible list or eligible for transfer.<br><br><strong>70.1 Transfer Qualifications<br><br></strong>One year of permanent, contingent permanent, or 55 B/C service in a title eligible for transfer and determined to be similar by Civil Service.<br><br><strong>52.6 Transfer Qualifications<br><br></strong>One year of permanent, contingent permanent, or 55 B/C service in a title eligible for transfer and determined to be similar by Civil Service.<br><br>For transfers, a list of approved titles is available through Civil Service GOT-IT at https://careermobilityoffice.cs.ny.gov/cmo/gotit/.<br><br><strong>Provisional Qualifications<br><br></strong>Based on the results of the canvass of the current eligible list for the Program Outreach Specialist 1 position, the Department may elect to make a provisional appointment to this position rather than a permanent appointment should the eligible list have less than three candidates interested. If a provisional appointment is made, the appointed candidate will be required to compete in the next holding of the Program Outreach Specialist 1 exam and be reachable for appointment from the newly established eligible list.<br><br><strong>The Minimum Qualifications For Provisional Appointment Are<br><br></strong>Please see NY HELPs minimum qualifications, as they are the same.<br><br><strong>Non Competitive Promotion (ncp) Qualifications<br><br></strong>The Department of Civil Service is considering making a request to the Department of Civil Service to hold a non-competitive promotion examination for the above title in accordance with Section 52.7 of the Civil Service Law if three or fewer interested promotional candidates respond to this notice. Before submitting such a request, we must ascertain if anyone meeting the minimum qualifications is interested in competing in a promotional examination for the above title and if they would accept appointment if offered. To qualify, you must be a current Department of Civil Service employee. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title. Please note this will be a competitive appointment.
