Director of Roads, Aggregate and Ready-Mix
IMPORTANT NOTE: This Job is located in Hoopa, CA, and requires relocation to that area for candidates who are not currently residing there or in the vicinity.
Under the general supervision of the Tribal Chairman, the Hoopa Roads, Aggregate and Ready-Mix Director is responsible for the overall management and operations of the HVT Roads, Aggregate and Ready-Mix Department, including the aggregate plant, ready-mix production, and transportation activities. This position oversees a large, diverse staff that includes administrative personnel, equipment operators, truck drivers, and mechanics. The incumbent is responsible for overseeing the maintenance, repair, and overall condition of all Tribal roads, ensuring safe travel for vehicles, employees, and the public. The Director is accountable for developing and managing the department budget, coordinating with other Tribal departments, and maintaining the sustainability of the department’s infrastructure and equipment.
DUTIES AND RESPONSIBILITIES:
- Oversee the daily operations of the Roads, Aggregate, and Ready-Mix Department, including personnel, production scheduling, material sales, and equipment utilization.
- Manage and direct the activities of all department personnel. Coordinates, prioritizes, and assigns tasks and projects; monitors and reviews work progress and performance; provides guidance and training as needed. Administers disciplinary action when necessary, in accordance with Title 30.
- Promote a safe and productive work environment; conducting regular safety meetings and inspections.
- Monitor and maintain inventory of raw materials and supplies, ensuring inventory is adequate and up to date.
- Develops, manages, and monitors the department budget, ensuring fiscal responsibility, compliance with Tribal policies, and accurate, up-to-date financial records.
- Oversee and manage the maintenance and repairs of all Tribal roads; ensure road conditions meet safety standards.
- Ensures proper maintenance and upkeep of all department equipment and assets occur on a regular basis.
- Identifies capital contract project needs and capital equipment needs, and oversees acquisition and construction programs and projects.
- Prepare and submit reports on departmental operations, performance, and goals to the Tribal Chairman and Council, as requested.
- Represent the department at Tribal meetings, community events, and interagency discussions, as needed.
- Ensures that all codes and regulations are met in assigned projects.
- Schedules projects; provides technical oversight, inspects work in progress, and ensures that all work complies with contract specifications and applicable codes and standards.
- Directs the maintenance of accurate records and files; prepares a variety of periodic and special reports or correspondence.
- Monitors developments in equipment, materials, and techniques in the engineering design and construction field; gathers information and develops alternatives.
- Assess the long-term operational needs, develop strategic plans, and implement strategies that focus on improved efficiency and continuous improvement of personnel, techniques, and equipment.
- Leads the development and implementation of a comprehensive sustainability plan that supports the department's growth, operations, and fiscal responsibility.
- Contributes to the efficiency and effectiveness of the department’s service to its customers by offering suggestions, directing, or participating as an active member of the team.
- Represents the Tribe with dignity, integrity, and a collaborative mindset in all interactions with staff and the public.
- Engage in business development efforts to expand the customer base of the Aggregate and Ready-Mix divisions and capitalize on new business opportunities.
- Develop sales and marketing plans to expand public awareness of the Aggregate and Ready-Mix divisions.
- Coordinate with the Tribe’s economic development entity, Denoto Holding Corporation, on targeted economic development opportunities.
SUPERVISORY RESPONSIBILITIES:
The Roads, Aggregate, and Ready-Mix Director shall have supervisory authority over all department personnel; shall monitor and review work progress and performance; and shall provide guidance and training as needed. Administers disciplinary actions, when necessary, in accordance with Title 30.
QUALIFICATIONS:
- Strong leadership and management skills, with the ability to motivate and inspire staff at all levels.
- Knowledge of principles, practices, and techniques of road construction, maintenance, and repair, including but not limited to grading, drainage, and paving.
- Knowledge of/prior experience in aggregate and ready-mix production operations, including crushing, screening, batching, and quality control.
- Experience with heavy equipment operation and maintenance, including loaders, dozers, graders, haul trucks, and batching equipment.
- Proven ability in budget administration and financial reporting.
- Knowledge of project management and contract administration for public works, infrastructure, and construction projects.
- Excellent verbal and written communication skills.
- Ability to function well in a high-paced and at times, stressful environment.
- Proficient with Microsoft Office Suite or related software.
- Proficient with QuickBooks or other related financial software.
EDUCATION AND EXPERIENCE:
- Bachelor’s degree in Civil Engineering, Construction Management, Business Administration, or a related field, AND three (3) years of prior experience working in road construction, aggregate production, or ready-mix operations. (This requirement may also be met with at least seven (7) years of professional experience in the relevant field.)
- At least three (3) years of experience in a management or supervisory role, with oversight of similar projects.
- Experience working with Tribal governments or organizations is preferred.
- Valid Commercial Driver’s License or ability to obtain within one year of employment is preferred.
- A valid California Driver’s License is required.
- California General Engineering Contractor License (Class A) is preferred.
- Mine Safety and Health Administration MSHA Certification.
A combination of education and experience will be considered for this position.
CONDITIONS OF EMPLOYMENT
- Regular employees are subject to an annual performance evaluation following a 90-day evaluation from their hire date.
- Position is considered safety sensitive, and employee is subject to the Tribal Alcohol & Drug Policy, including preemployment, random, post-accident (the employee will be automatically tested), reasonable cause, and re-entry alcohol & drug testing.
- Employee may be subject to the Hoopa Valley Tribe's Title 30-A, Employment Background Investigation Policy.
- Must possess a valid California Driver's License and be insurable under the Tribes Motor Vehicle Policy during the term of employment.
- Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a wide variety of technical instructions in written, oral, mathematical, diagram, or schedule form and deal with several abstract and concrete variables.
