<strong>Position Summary:</strong> The Division of Early Childhood Education (DECE) supports the operational and programmatic functions of early childhood education programs for NYC children in public elementary schools, Pre-K Centers, and New York City Public Schools (NYCPS) contracted settings included in New York City Early Education Centers (NYCEECs) and through Family Child Care (FCC) programs. DECE provides families with access to high-quality early childhood options, for children birth to five, in rich diverse settings, supporting children’s growth and development. Working together with families and programs, DECE ensures that children are engaged, nurtured and supported.<br><br>The Division of Early Childhood Education (DECE) administers Birth-to-Five programs for NYC students in public elementary schools and New York City Early Education Centers (NYCEECs). DECE provides families access to high-quality early childhood options that prepare their children for academic success and the skills to lead a successful life. Working together with families and programs, DECE ensures that children are engaged, nurtured, and supported with the tools needed to develop into independent learners and creative problem-solvers.<br><br>The Director of Monitoring & Technical Assistance will oversee the monitoring and technical assistance priorities of DECE. This includes building and leading a high achieving team of quality management specialists to aid in quality improvement at the provider level and accountability decisions at the policy level. The Director of Monitoring & Technical Assistance will also oversee the implementation and ongoing modification of a monitoring and technical assistance strategy that will provide DECE with ongoing information about the quality of early childhood programs across all settings. The Director will lead the recruitment and training of quality management specialist staff and will embed the monitoring and technical assistance work within DECE organization. Performs related work.<br><br><strong>Reports to:</strong> Senior Director of Quality Management Systems, DECE<br><br><strong>Direct Reports: </strong>Quality Management Systems - Manager(s), Specialists, and Coordinators.<br><br><strong>Key Relationships: </strong>Division of Early Childhood Education central and field teams, relevant Central NYCPS teams, school organizations and staff, including cluster and network staff and superintendents, New York State Education Department, New York City Department of Health & Mental Hygiene (DOHMH), NYC Administration for Children’s Services, early childhood program leaders in district schools and community-based early childhood centers.<br><br><strong>Responsibilities<br><br></strong><em>Team Leadership and Management<br><br></em><ul><li>Build and lead a collaborative, open, high-achieving team culture focused on developing strong relationships with early childhood program stakeholders, providing effective monitoring and technical assistance, and producing practical and informative reports to be used by early childhood providers to improve quality.</li><li>Develop a team with the capacity to respond quickly to changes in priorities and policies. </li><li>Plan professional development, training, and resources around monitoring & technical assistance for the team. Review and rate staff performance.</li><li>Provide policy level expertise based on requirements and results of program visits.</li><li>Collaborate with relevant DECE teams to ensure that citywide expectations and quality frameworks are aligned with DECE’s monitoring and technical assistance tools.</li><li>Aid in renewal decisions for NYCEECs that offer early childhood services.</li><li>Plan professional development, training, and resources around monitoring and technical assistance visits for DECE staff and early childhood providers. </li><li>Collaborate with other NYCPS offices and outside partners to advance DECE priorities. </li><li>Provide policy-level expertise on making quality data available to interested community members.</li><li>Inform DECE’s oversight and accountability by providing policy-level guidance on early childhood provider quality. <br><br></li></ul><em>Monitoring & </em><em>Technical Assistance </em> <br><br><ul><li>With the Senior Director, develop the short- and long-term monitoring and technical assistance strategy for DECE. </li><li>Oversee the work of DECE’s internal quality management specialist staff.</li><li>Develop protocols that leverage best practices in management and work of staff.</li><li>Clearly define the role of Quality Management Specialists and determine the support needed to ensure their effectiveness in the field.</li><li>Oversee and manage quality management specialists monitoring and providing technical assistance, including:</li><ul><li>defining yearly budgetary needs around staff training; </li><li>modifying monitoring and technical assistance strategy to meet DECE’s needs; </li><li>collaborating with other agencies and organizations to prevent overlapping monitoring and technical assistance visits while maintaining valid data collection (DOHMH, QSNY, Head Start, etc.);</li><li>articulate requirements of monitoring and technical assistance tools to providers and DECE staff;</li><li>developing protocols to ensure that monitoring and technical assistance are conducted correctly, and </li><li>ensuring that all quality management specialist staff are trained and retrained in the monitoring and technical assistance tools. <br></li></ul></ul><strong>Qualification Requirements<br><br></strong><strong>Minimum<br><br></strong><ul><li>A master’s degree from an accredited college or university in education, educational psychology, educational leadership, public administration, public policy, social work, or a closely related field, and two years of satisfactory, full-time progressively responsible professional experience in education administration, in such areas as: portfolio planning, educational grants/funding, student enrollment, assessment and accountability, youth development, special education, early childhood, program evaluation, policy research, college and career readiness, health and wellness, immunization, diagnostic and treatment services for parents and children, out of school programs, career and occupational education, curriculum development, evaluation and testing, educational planning, and educational statistics, or a related field, at least 18 months of this experience must have been in an executive, managerial, consultative, administrative or supervisory capacity in education administration; or</li><li>A baccalaureate degree from an accredited college or university and four years of satisfactory, fulltime progressively responsible professional experience, in one or more of the areas as described in “1” above, at least 18 months of which must have been in an executive, managerial, consultative, administrative or supervisory capacity; or</li><li>A four-year high school diploma or its educational equivalent and six years of satisfactory, full time professional experience, in one or more of the areas as described in “1” above, at least 18 months of which must have been in an executive, managerial, consultative, administrative or supervisory capacity; or</li><li>Education and/or experience equivalent to “1”, “2”, or “3” above. Undergraduate education above the high school level may be substituted for professional experience, in the areas described in “1” above, at the rate of 30 semester credits from an accredited college or university for each year of experience, up to a maximum of 4 years. Graduate education in areas other than those mentioned above, may be substituted for the professional experience, at the rate of 15 graduate semester credits from an accredited college or university, for 6 months of experience, up to a maximum of 1 year of professional experience.
