Under the Director’s direct supervision within the Fiscal and Business Operations of University College (UC), the Department Human Resources Specialist Senior leads key human resources (HR) and business operations functions that support University College’s academic programming and the high‑volume priorities of the Dean’s Office. The position exercises independent judgment, applies comprehensive knowledge of ASU and University College policies, and ensures timely, accurate, and compliant HR and payroll processes within established funding limitations. The role delivers high‑quality service to staff, faculty, and student employees while advancing operational efficiency, compliance, and continuous improvement across the college. As a trusted operational partner to the Dean’s Office, the position supports staffing efforts, compliance, and personnel‑related decision‑making.

Essential Duties:
Works independently and exercises professional discretion in a fast‑paced environment, serving as a knowledgeable and reliable resource on university, college administration, and college policies and procedures.
Workday experience is mandatory for this role; you must have experience with HR operations .
Partners closely with department administration and the Central Office of Human Resources Benefits team to research and resolve staff and student employee benefit issues.
Conducts staffing needs analyses to support college operations, academic programming, and the high‑volume service demands of the Dean’s Office or an executive office setting.
Reviews and processes staff and student hiring requisitions with accuracy, compliance, and timely execution to meet the operational needs of the college.
Guides hiring managers through compliant recruitment processes that reflect college and university standards.
Leads new‑employee onboarding and maintains all HR‑focused onboarding materials and website content to ensure accuracy, consistency, and alignment with current practices.
Maintains and updates enterprise‑level HR systems, including web‑based platforms, with accuracy and attention to detail in a fast‑paced, high‑volume environment.
Reviews and processes promotion, termination, pay rate, and FTE change requests, along with related personnel actions, ensuring accuracy, compliance, and timely execution.
Assesses the budget impact of salary actions, collaborates with college leadership to secure required approvals, and ensures alignment with college budget and staffing plans.
Supervises, trains, and evaluates staff and student workers supporting HR and college operations.
Processes a high volume of payroll transactions, including employees paid on multiple funding sources and sponsored project (grant) accounts.
Maintains HR and payroll quality‑control standards for the college across all locations and programs.
Ensures proper maintenance of personnel records in accordance with Central Office of Human Resources, state, and federal guidelines.
Coordinates with auditors to schedule internal and external reviews and assists the Director of Fiscal and Business Operations in responding to HR‑related audit requests, including verification of approval levels, salary accuracy for all employees, adherence to documented reconciliation processes, and preparation of required personnel, payroll, and compliance documentation.
Provides guidance to managers and staff on employee relations matters, ensuring adherence to university and college standards.
Manages staff and student offboarding processes and ensures accurate record retention.
Oversees student employment processes, including recruitments, pay changes, terminations, Federal Work Study awards, and manual paycheck processes across college units.
Coordinates events and meetings on behalf of the department and the college, ensuring HR stakeholders are aligned, materials are prepared, and all engagements support timely, accurate, and compliant personnel processes.
Serves as backup for business operations personnel to ensure continuity of service across the college.
Participates in various departmental, college, and university-wide initiatives and meetings to represent human resource interests and ensure integration/collaborative support of college and university-wide interests.
Performs other duties as assigned to support operational continuity and organizational needs in a fast‑paced environment.
